A Stevens man is charged with sex abuse of a pre-teenage girl, dating back to 2004.
Philip S. Groff, 43, surrendered Thursday at District Judge Nancy Hamill’s office where he was arraigned on four charges, including three felonies.
Groff is free on $20,000 unsecured bail until his next court date.
East Cocalico police Detective Keith Neff charged Groff for conduct dating back to 2004, when the victim was 2 years old.
The crimes happened at Groff’s home on Oak Lane, according to police.
Charges were filed this week, after an investigation involved the victim recalling what happened to her. Local social services reported the conduct to police.
Also, Groff confessed to police to the conduct.
He is charged with two first-degree felonies, a third-degree felony, and a first-degree misdemeanor.
Groff is presumed innocent.
