[ARCHIVED] Charged Shooter in Court for Homicide Last Year at Lancaster Party

A district judge ordered Tuesday a Lancaster man face a homicide charge in Lancaster County Court regarding the fatal shooting of 26-year-old Luis Santiago at a party last year.

Jamie Santiago-Leon, 31, is being held at Lancaster County Prison, without bail.

On Tuesday, Assistant District Attorney Kevin McGarry presented testimony from three investigators regarding the Sept. 5, 2015, shooting in a home in the 800 block of East Chestnut Street.

At the conclusion of the hearing, District Judge Janice Jimenez ruled that enough evidence was presented to bound the case to county court.

McGarry called the following witnesses:

- Lancaster city police Officer Jason Windlebleck testified about what he saw as the first officer on the scene of the shooting.

- Lancaster County Detective Bill Chalfant testified of his interview of Santiago-Leon.

- Lancaster city police Detective Robert Whiteford testified of individuals who identified Santiago-Leon as the shooter. He also testified about Santiago’s autopsy, which determined he died of a gunshot wound to the torso.

The two men were engaged in a verbal altercation before Santiago-Leon opened fire.

Detective Whiteford filed the charge.

Santiago-Leon was on the lam for several months until he was arrested in April in Texas.

He is presumed innocent.
