[ARCHIVED] 2 Philadelphia Men Wanted in $40K Heroin Bust in Lancaster City

Two men are wanted fugitives in connection with a Philadelphia-to-Lancaster heroin operation.

Warrants were issued for the arrests of two Philadelphia men – Carlos Rivera-Diaz, 36, and Angel Luis Arroyo, 24 - after an April 19 traffic stop in Lancaster city uncovered 4,000 bags of heroin, valued at about $40,000.

Lancaster County Drug Task Force detectives had been investigating the two men, performing surveillance of suspected illegal drug activities.

On April 19, the detectives and a city police officer stopped a Honda Civic in the 400 block of Dauphin Street. Rivera-Diaz and Arroyo were inside the Honda.

With a search warrant, the detectives found about 4,000 bags of heroin in hidden compartments in the vehicle.

Detectives believe the men had been trafficking heroin to Lancaster for sales.
Rivera-Diaz’s last known address is 3325 Hartel Ave.; Arroyo’s is 6604 Keystone St. – both in Philadelphia.

Both are charged with felony counts of possession with intent to deliver heroin and conspiracy.
