[ARCHIVED] State Prison for Man who Hijacked Car from Strangers, Fled Police and Crashed

A Lancaster man will serve up to nine years in prison for randomly carjacking a vehicle, nearly striking the occupants as he drove off, then fleeing police – striking a vehicle and attempting to enter homes in the process.

Stephan M. Frey, 35, will serve 4½ to 9 years in prison for the Aug. 26, 2018, episode which began at Manor Shopping Center and ended with his arrest in West Lampeter Township.

Assistant District Attorney Barry Goldman called Frey a “danger,” saying Frey has, by his own admission, dealt with addiction issues for 15 years – yet he has never accepted treatment, despite being under supervision for prior crimes.

At the shopping center, Frey entered a car and told the occupants (whom he did not know) that he had a gun, demanding they get out, which they did. As he fled, he nearly struck them and proceeded via Willow Street Pike into West Lampeter Township.

Frey struck a vehicle pulling out of a driveway on Willow Street Pike, abandoned the vehicle, then tried to enter two homes. He entered a vehicle parked on Providence Place and was arrested there.

Frey pleaded guilty to robbery of a motor vehicle, simple assault (two counts) and related counts.

Lancaster County Judge Jeffery Wright ordered sentence.

Frey was ordered to pay about $20,000 in restitution costs.

ADA Goldman noted that Frey owes about $9,000 in court-related costs connected to previous convictions.

Manheim Township police Detective Nicholas Fritz and West Lampeter Township police Officer Alexander Daminger filed charges.
