flag  Memorial Day Parade  flag

Formation begins at 8 a.m. along Clearview Drive and the parade will commence at 9 a.m.  The parade route is Miller Street, West Main Street to East Main Street (at Shenk Avenue) and then back to the Square.  Susan Powl Moore is the Grand Marshal for the Parade.  When the parade stops at Centre Square's Veterans Memorial, a new flag will be raised to honor her parents, Rev. James E. and Ruth D. Powl, who both served our nation in the Armed Forces.

The Memorial Day Service will begin at 10:30 a.m. in the Strasburg Cemetery.  Colonel Stuart Roop, a 1984 graduate of Lampeter-Strasburg High School and a West Point graduate, will be the keynote speaker at the service.  He is the Chief of Medicine at Walter Reed National Military Medical Center.

(In the event of inclement weather, the parade will be cancelled and advertised through WGAL and FM97.  The Memorial Day Service, however, will be held in the Fellowship Hall of First Presbyterian Church of Strasburg at 101 South Decatur Street, rathern than the cemetery, at 10:30 a.m. if the weather does not cooperate.)

SEWER RATE INCREASE

At its December 20, 2012 meeting, the Strasburg Borough Authority voted to increase sewer rates for Fiscal Year 2013 by 17%; this results in an annual increase of $29.92 for the minimum user of up to 5,000 gallons and $59.80 for the average user of 12,500 gallons per quarter.

This is the first sewer rate increase the Authority has enacted since 2002. Through conservative management of the system plus the addition of the Strasburg Rail Road as a bulk customer, the Authority has to date been able to absorb the $633,388 paid since 2002 as its capital contribution toward enhancements that Suburban Lancaster Sewer Authority (SLSA) has made to its system. These enhancements have been necessary as a result of new governmental regulations at the state and federal level. As a bulk customer of SLSA, Strasburg Borough is contractually required to pay a 10.24% share of these improvements. With enhancement costs continuing to be assessed, the Authority has no other avenue but to implement a sewer rate increase to pay the Borough’s upcoming capital contribution of $58,632 to SLSA that will occur in 2013.

The Authority has periodically over the last decade studied the feasibility of operating its own treatment plant. A proposal was submitted to Borough Council in 1999, but the proposal was never seriously considered. The Authority continues to evaluate the possibility of adding customers to its system, and has engaged in dialogue with the Strasburg Township Supervisors regarding service to potential customers within the township’s urban growth boundaries adjacent to the borough on its northern and western borders.

SOUTH CENTRAL ALERT

On Tuesday, November 15, 2011, the Lancaster County Board of Commissioners and Commissioners from other Counties unveiled South Central Alert.  This is an eight County regional mass notification system to be used to notify the public of serious emergencies.   It will enable Emergency Management officials to get disaster information to the general public in many cases.

The system currently has residential and business phone numbers from the white and yellow pages.  If a resident or business has an unlisted number, Voice over IP service such as Vonage, or does not have a wired line phone, they must register and enter the phone numbers into the system.

Lancaster County Citizens are urged to register their cell phones, texting devices and other communication methods in the secure system.  To do so, citizens should go to https://www.sctfpa.org/scalert and click on the link to sign up for alerts.  You can list up to five locations for which you want to be notified and up to 10 different methods for contacting them.  A video has been developed explaining the system and can be seen on YouTube at:  http://www.youtube.com/watch?v=m6wZUu6fQZE.

The system will provide early warnings and information, but does have some limitation.  For example, a county wide warning such as a Tornado, may take over 90 minutes for messages to be sent out due to the sheer number of calls, however,  a local emergency warning can go out in a matter of seconds.  The system is another tool to convey clear, accurate information to our citizens in an emergency.
