Obtaining Public Records/Information

(Right to Know Act)

 

Act 3 of 2008, enacted by the Pennsylvania Legislature, went into effect on January 1, 2009. A link to the complete Pennsylvania Right to Know Law is also available by clicking here.  The Act, also known as the Right-to-Know Law, defines which records of municipal government are or are not considered public information, sets forth a process through which citizens can obtain public information, and states a municipality's responsibility to provide or right to withhold records and information. The law also created a new state agency, the Office of Open Records, and calls for the appointment of an Open Records Officer for each Pennsylvania municipality. In Strasburg Borough, Borough Manager Lisa M. Boyd has been appointed Open Records Officer.  Chief F. Steven Echternach has been appointed as the Open Records Officer for the Strasburg Borough Police Department. 

 

Appeals for municipal records are heard by the Commonwealth Office of Open Records (see information below). 

 

Appeals for Police records are heard either by the Commonwealth Office of Open Records or the Lancaster County District Attorney's Office (see information below) depending on the type of record requested.
