Lancaster County has recently changed from using Adobe Acrobat to CenoPDF for producing fill-able PDF forms.  In order to fill out the form and ‘Submit by Email’ and/or ‘Save’ the filled out form, Foxit Reader must be used as the reader.  Adobe Reader will still allow you to fill out and print a form, but a copy of the completed form cannot be saved.
