 Executive Director

Office Manager
Christie Stephens is responsible for supervision of Administrative Section personnel, routine fiscal operations and budget execution, and general coordination of administrative functions.  She also serves as the assistant to the Executive Director and is the point person for human resource functions. stephenc@co.lancaster.pa.us

Accountant
Gary Cobb maintains and tracks budget execution, fiscal reporting, purchase orders, coordination of travel, and is assistant to the Executive Director for financial affairs.  cobbg@co.lancaster.pa.us

Contracts Technician

Marilyn Sachs monitors, maintains, and prepares payments for all contracts and grants for the Lancaster County Planning Commission.  sachsm@co.lancaster.pa.us

File Clerk
Tina Elliott is the file clerk for the Planning Commission.  Her responsibilities include scanning planning commission documents so that they can be viewed in electronic format.

Receptionist
Annette Swade is the receptionist for the Planning Commission.

Water Resources Engineer
Andy Weaver, PE prepares State-mandated stormwater management plans for watersheds in Lancaster County, provides reviews of stormwater management plans for subdivisions and land developments, and works on special projects with other staff.
Applications Coordinator
Jennifer B. Cochran is responsible for subdivision and land development plan application intake and processing, scheduling, and filing fees.
Administrative Secretary
Carol A. Youtz serves as the administrative secretary for the Planning Commission. She is also responsible for the Commission agenda, correspondence and minutes, Community Planning correspondence and information.

 Director for Housing and Economic Development
Senior Urban Planner (Borough Circuit Rider)
Theo M. Robinson, Jr., provides economic and community development assistance to Lancaster City, the boroughs and identified community and neighborhood development and main street organizations, by: facilitating community-based redevelopment strategies, building local capacity to undertake community and economic development projects, identifying housing and economic development financing opportunities and providing technical assistance in structuring housing and economic development projects.  trobinson@co.lancaster.pa.us
Senior Planner - Research & Information Specialist
L. Rose Long provides general and specialized community, economic and demographic information and analysis in support of the Growth Management and Housing and Economic Development goals of the Lancaster County Comprehensive Plan, local comprehensive and strategic plans, and other public purpose initiatives.  These services are provided, upon request to staff within each division of the LCPC, other County Departments, other municipal and public entities, and non-profit community development organization.                      
Senior Planner (Urban Circuit Rider) - Urban Enhancement Fund Administrator Lucinda Hampton administers the Lancaster County Urban Enhancement Fund Program and provides technical assistance to applicants to the program, and assistance to recipients of Urban Enhancement Funds to ensure successful project implementation. hamptonl@co.lancaster.pa.us
Housing and Economic Development Planner
Emma Hamme serves as the liaison to non-profit housing development organizations and housing advocacy groups and supports the work of Division Director and Senior Planners in the Housing and Economic Development Planning Division.

Mary L. Frey (AICP) coordinates the update of the Growth Management Element of the Lancaster County Comprehensive Plan, the Lancaster County Growth Tracking Report, comprehensive planning, and water resources and natural resources planning.  frey@co.lancaster.pa.us
Historic & Cultural Specialist
Carole E. Wilson (MAHP) provides assistance in historic and cultural resource identification, interpretation, and preservation planning support.  wilsonc@co.lancaster.pa.us
As Senior Environmental Planner, Mary Gattis-Schell has primary responsibility in the following areas:  water resource planning; Brownfield redevelopment; green building practices; and, Act 14 reviews.  She is currently managing the PA DEP funded Roof Greening Project.
Senior Heritage Planner
Kip Van Blarcom provides support in historic and cultural resource identification, interpretation, and preservation and also assists with Heritage Tourism, and natural and historic preservation planning.  kvanblarcom@co.lancaster.pa.us
Long Range and Heritage Planner

Director of Transportation Planning

Senior Transportation Planner
Lauri P. Ahlskog (AICP) coordinates the Lancaster County Citizens' Bicycle & Pedestrian Advisory Committee (BPAC), the Transportation Enhancements Program, and the County's Municipal Transportation Grant Program. She also reviews traffic impact studies and subdivision and land development plans.  ahlskogl@co.lancaster.pa.us

Senior Transportation Planner
Harriet Parcells (AICP) responsibilities include updates to the Long Range Transportation Plan, regional goods movement, environmental justice issues, Local Technical Assistance Program (LTAP) and LCPC representation on the Susquehanna Regional Transportation Partnership, Red Rose Transit Citizens Advisory Committee and Capital Red Rose Corridor Board of Directors.

Transportation Planner
Gary Jones coordinates data collection, tabulates the results, and creates the final reports; reviews Highway Occupancy Permits and prepares written responses; provides support to the Municipal Transportation Grants program, Transportation Improvement Program updates, and Management Systems Report creation; and creates and edits GIS maps. jonesg@co.lancaster.pa.us

Administrative Secretary
Farah Sadiq serves as the administrative secretary for TTAC, the MPO, transportation committees, task forces, and the transportation division.
Road Projects Coordinator
Marvin V. Maurer compiles weekly listings of all roadway projects during the construction season and distributes the listings to media outlets.

Summer Traffic Counters
Interns from local colleges and universities are responsible for setting automatic traffic counters and performing manual traffic counts during the summer.
