The Police Department is located at 97 N. Penryn Rd., Manheim Pennsylvania, 17545. Administrative offices are open between 8:00 a.m. and 4:30 p.m., Monday through Friday. The Department provides full police services to the Township of Penn.

EMERGENCY!
In the event you need the emergency services of police, fire, or ambulance, dial 9-1-1. A Lancaster County-Wide Communication Center telecommunicator will answer the phone and ask you the following questions about the emergency:
· Your name
· Address of the emergency
· Telephone number you are calling from.
· A brief description of the emergency, if known. For example: "My kitchen is on fire," or "There is an accident at the intersection of Branch Road and South Atherton Street."
It is important to remain calm so the telecommunicator can assist you. Telecommunicators ask standard questions to help them make evaluations, decisions and forward the necessary information to those responding to your call. Officers will then use this and other information to assign personnel and equipment.
A computer assists the telecommunicator when the fire company is dispatched with information on fire hydrant locations, water supplies, the name of the subdivision in which the address is located and the closest intersection to the address.

Abandoned Vehicles
Abandoned vehicles are not illegally-parked vehicles. A vehicle is abandoned if (a) it is physically inoperable and is left unattended on a highway or other public property for more than 48 hours; (b) it remains illegally-parked on a highway or other public property for a period of more than 48 hours; or (c) it is left unattended on or along a highway or other public property for more than 48 hours without a valid registration plate, a current certificate of inspection, an ascertainable vehicle identification number, or without the consent of the owner or person in control of the property. It is illegal to abandon a vehicle unless the owner or operator notifies the nearest police agency when the vehicle is on a highway or other public property or the property owner when the vehicle is left on private property. If the private property owner cannot be notified, a note explaining the circumstances should be left on the vehicle in a conspicuous place.
If you have an abandoned vehicle on your property or know of such a vehicle on a highway or other public property, please report it to the Police by calling 717-664-1180 (dispatch) or 665-6959 during business hours.
Bicycle Operation
All persons operating a bicycle must obey vehicle traffic control signals, signs and other devices. Bicycles must travel in the proper direction on 1-way streets unless the person dismounts from the bicycle and obeys all pedestrian regulations. Bicyclists must ride as close to the right-hand side of the roadway as is possible. Operators may not carry another person on a bicycle unless the bicycle is designed and equipped to carry another person (adults carrying a small child securely attached to the adult in a backpack or sling excluded).
When operating a bicycle between sunset and sunrise, the bike must be equipped with a front light that emits light visible for at least 500 feet, amber reflectors on each side, and a red reflector visible from the rear of the bicycle for 600 feet. A red light visible to the rear for at least 500 feet may be used in addition to the red reflector.
A person under 12 years of age shall not operate a pedalcycle or ride as a passenger on a pedalcycle unless the person is wearing a pedalcycle helmet meeting the standards of the American National Standards Institute, the American Society for Testing and Materials, the Snell Memorial Foundation's Standards for Protective Headgear for Use in Bicycling or any other nationally recognized standard for pedalcycle helmet approval. This subsection shall also apply to a person who rides:
(1) upon a pedalcycle while in a restraining seat attached to a pedalcycle; or
(2) in a trailer towed by a pedalcycle.
Pedestrians
Right-of-way of pedestrians in crosswalks
When traffic-control signals are not in place or not in operation, the driver of a vehicle shall yield the right-of-way to a pedestrian crossing the roadway within any marked crosswalk or within any unmarked crosswalk at an intersection.
Pedestrians crossing at other than crosswalks
Every pedestrian crossing a roadway at any point other than within a crosswalk at an intersection or any marked crosswalk shall yield the right-of-way to all vehicles upon the roadway.
Pedestrians walking along or on highway
| (a) |
Mandatory use of available sidewalk. - Where a sidewalk is provided and its
use is practicable, it is unlawful for any pedestrian to walk along and upon an adjacent roadway.

Absence of sidewalk. - Where a sidewalk is not available, any pedestrian
walking along and upon a highway shall walk only on a shoulder as far as practicable from the edge of the roadway.

| (c) |
Absence of sidewalk and shoulder. - Where neither a sidewalk nor a shoulder
is available, any pedestrian walking along and upon a highway shall walk as near as practicable to an outside edge of the roadway and, if on a two-way roadway, shall walk only on the left side of the roadway.

Right-of-way to vehicles. - Except as otherwise provided in this
subchapter, any pedestrian upon a roadway shall yield the right-of-way to all vehicles upon the roadway.

Literature and Forms
The Police Department provides some literature and brochures on some safety-related topics. In addition, various PennDOT forms are available online at www.state.pa.us Stop by the Police Station to pick up these items.
House Check
The Police Department provides House Checks to residents that will be away from their homes on business or vacations. As time permits, Officers will check the exterior of the residence for suspicious activity and also check that the building is secure. To obtain a house check, stop by the Police Department and fill out a short form. House Check information cannot be taken over the telephone due to security reasons.
Fingerprinting Services
Fingerprinting Services will be provided free to charge for Township Residents. Fingerprinting will be done for employment and immigration purposes. Please contact our station at 665-6959 to arrange an appointment.
Speeches & Tours
Speeches can be presented to your organization on a number of Police related topics. In addition, tours of the Police Station are also available. Please make your requests by mail, to Chief Larry E. Snavely 97 N. Penryn Rd. Manheim, PA 17545.
Borrowed Items
Subject to availability, the Police Department may loan traffic cones and no parking sign's to individuals seeking assistance when working around their residence. Please contact our station at 665-6959 to make arrangements to pick up these items.
Crime Prevention
At Home. Patrol Officers will check houses whose owners are on vacation. Residents who will be away for more than two days may contact the Police Department to register their home for this inspection.
At Home or At Work. Operation ID is a program sponsored by the Borough to help protect your property and help reclaim it if stolen. The program is simple. Maintain a record of all appliances, tools, radios, television sets, firearms and other valuables owned and inscribe them with your Pennsylvania driver's license number preceded by the letters PA. Mark each item in a hidden location and an obvious one. Engravers may be borrowed from the Police Department. You should report stolen or lost items as soon as they are discovered missing.
At Work. Free crime-prevention assistance is available from the Police Department. A specially-developed program provides suggestions and techniques you may implement to reduce your chances of becoming a victim of employee theft, shoplifting, burglary, larceny, robbery, fraud or other criminal acts. An officer will conduct a security survey of your business and make crime-prevention presentations to your employees and business and professional groups.
The police encourage business owners/operators to provide information to aid law enforcement officials in maintaining effective service and security for businesses. The police maintain a business directory, which includes a listing of management personnel of local businesses, and information on how to contact responsible people in case of an emergency. Local business owners and operators should stop by the Police Department to update their entry any time vital information changes. Information supplied will be used only as part of official police business and will be held in strict confidence.
Reporting an Accident
If you are involved in an accident, there are several things you are legally required to do. First, you must stop at the scene of the accident or as close to the scene as possible without blocking traffic. Even before the police arrive, you may move the vehicles if they are obstructing traffic.
Give help to anyone who is injured. Don't attempt to move an injured person from a wrecked vehicle unless you have the necessary medical training or there is another more-immediate danger such as fire.
If the accident involves injuries to any person or any of the vehicles cannot be driven from the scene, you are required by law to report the accident to the police. Call 9-1-1 to report the accident.
Exchange the following information with the other operator(s): name, address, telephone number, operator license number, and vehicle registration and insurance information.
If there are no personal injuries and vehicles can be removed from the scene, you are not required to report the accident to the police but may do so if either party desires. It is wise to exchange the same information as listed above.
If you hit an unattended vehicle or someone else's property, you must stop at the scene and notify the owner of the vehicle or property and provide them with your name, address, telephone number, operator's license number, vehicle registration and insurance information. If you cannot find the operator or custodian of the property, you must leave a note with the cited information attached to the vehicle or property in a conspicuous place and notify the police of the accident.
Traffic Citation (Moving Violation) Appeals
Citations for traffic violations or summary criminal offenses cannot be appealed at the State College Police Department or at the State College Municipal Building. Appeal instructions are written on the citation. All appeals are made at the office of the District Justice.

Curfew
Penn Township has a Curfew Ordinance in effect which regulates the presence of minors under the age of 18 years in public places and streets without adult supervision. The restricted hours are as follows:
Sunday through Thursday from 11:00 p.m. to 6:00 a.m.
Friday and Saturday from 11:59 p.m. to 6:00 a.m.

Dog Law
Title 3, 459-305 - Confinement of Dogs
It shall be unlawful for the owner or keeper of any dog to fail to keep at all times such dog either:
1.Confined within the premises of the owner;
2.Firmly secured by means of a collar and chain or other device so that it cannot stray beyond the premises on which it is secured; or
3.Under the reasonable control of some person, or when engaged in lawful hunting, exhibition or field training.
Duty of Drivers on Approach of Emergency Vehicles
Upon the immediate approach of an emergency vehicle making use of an audible signal and visual signals, or of a police vehicle properly and lawfully making use of an audible signal only, the driver of every other vehicle shall yield the right-of-way and shall immediately drive to a position parallel to, and as close as possible to, the right-hand edge or curb of the roadway clear of any intersection and shall stop and remain in that position until the emergency vehicle has passed, except when otherwise directed by a police officer. On one-way roadways a driver may comply by driving to the edge or curb which is nearest to the lane in which he is traveling.
