Military and Civilian Overseas Absentee Voting

 
Effective immediately, the Lancaster County Board of Elections will be accepting e-mail absentee ballot applications from the military and overseas voters.  The Lancaster County Board of Elections will, in turn, e-mail a "special write-in absentee ballot" to all military and overseas voters requesting an absentee ballot be e-mailed to them.
 
To apply for an absentee ballot via e-mail, a military or overseas voter should fill out a FPCA form and supply us with their e-mail address on the form.  This form may be downloaded, filled out, scanned in, and sent via e-mail to voter@co.lancaster.pa.us to receive an absentee ballot via e-mail.
 
If an FPCA form is not available, a military or overseas voter may send an e-mail to the Lancaster County Board of Elections via the e-mail address, voter@co.lancaster.pa.us requesting an absentee ballot.  In the e-mail  requesting an absentee ballot, please supply the Lancaster County Board of Elections with the following information:
  • Name of Voter
  • Last address of voter registration in Lancaster County, PA
  • Date of Birth
  • Party
  • Why you are not able to vote in your local polling place on election day
The military or overseas voter may also go to the County of Lancaster's website to the Registration & Elections home page.  At the left hand side of the screen, click on "Online Services and Forms," for the link to Application for Absentee Ballot.  This form may be downloaded, filled out, scanned in, and sent via e-mail to voter@co.lancaster.pa.us to receive an absentee ballot via e-mail.
 
After sending the e-mail request for an absentee ballot to the Lancaster County Board of Elections via voter@co.lancaster.pa.us please also send the hard copy of your request with your original signature on the request to 150 North Queen Street, Suite 117, Lancaster, PA  17603.
 
As soon as the military or overseas voter's e-mail request has been received, the request will be processed and the ballot will be e-mailed to the appropriate address within 24 to 48 hours.  When the ballot has been voted, please refer to the FVAP website (www.fvap.gov ) and follow the instructions for Absentee Voting for Overseas Citizens or Absentee Voting for Uniformed Services/Family Members to print out, assemble, and use both of the FVAP envelopes for mailing the voted absentee ballots back to the Lancaster County Board of Elections, 150 North Queen Street, Suite 117, Lancaster, PA 17603.
