From the Executive Director:

The Lancaster County Drug and Alcohol Commission has been serving the community for more than 35 years, fulfilling our mission to provide access to high quality, community-based drug and alcohol prevention/education services for all citizens and treatment services to uninsured and under-insured, low-income citizens in an efficient and cost effective manner in the County of Lancaster, PA.

Our office serves the addicted person in treatment, who has typically lost everything in life.  This includes their job, family support, housing, health, and all other major aspects of life.  Long term treatment is usually necessary for these citizens who need a helping hand in accessing a clean and sober life.  We have seen, and research supports, that treatment works for as many people with this disease as other chronic diseases.

Our office also serves all Lancaster County citizens by funding, developing, and managing prevention programs.  The goal of prevention is to deter the onset of drug abuse and other related problems before they start.  Unlike treatment services, county-funded prevention services are offered widely throughout the general population, without regard to income level.  In some programs, the goal is to reach as many individuals as possible, in order to raise awareness and inform the general public.  In other programs, specific at-risk groups are targeted.  The recipients of prevention services are often children, or those who influence them, such as parents, teachers, and caretakers.

If you ever have any questions or concerns about the Lancaster County D&A Commission or the services we provide, I encourage you to contact me at 717-299-8023 or e-mail me at rkastner@co.lancaster.pa.us.  We are proud of the services we deliver and the provider network we support.  And with your input, we can make these services even better.

Respectfully submitted,

Rick Kastner

Executive Director
