Administrative Bill No. 16-2010: Introduced August 10, 2010. An ordinance of the City of Lancaster amending Chapter 155, Article I, of the Code of the City of Lancaster (Ordinance No. 9 - 2001, as amended, known as the historic district ordinance), by adding both sides of the 400 Block of West Marion Street to the Historic District.


Administrative Bill No. 15-2010: Introduced August 10, 2010. An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania amending and modifying the code of the City of Lancaster, Chapter 291 - vending to modify and add definitions including definitions for central business district cart vending areas, central business district cart vending locations, neighborhood cart and truck vending areas, neighborhood cart and truck vending locations, cart vendors/truck vendor and food products; creating central business district cart vending areas and locations and neighborhood cart and truck vending areas and locations, modifying the design standards for vending carts, requiring cart operators to remove trash on a daily basis, modifying the license application and selection process, modifying the process for suspension or revocation of licenses, modifying the process for suspension or revocation of licenses, modifying the appeals process, creating new license requirements and standards; providing for the repeal of inconsistent ordinances; providing for hte severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania Law.


Administration Bill No. 14-2010: Introduced August 10, 2010.  An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania amending Chapter 202 of the Code of the City of Lancaster to provide for the paving, proper drainage and design of parking lots; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania Law.


Administration Bill No. 13 - 2010: Introduced - July 13, 2010. An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania approving, authorizing and ratifying the execution of an agreement of sale by and between the City of Lancaster and the School District of Lancaster pursuant to which the city will sell bicycles which the city has obtained from abandonment, theft or loss to the School District of Lancaster in order for the school district to provide them to a community organization that will train school district students in basic job skills and bicycle repair; setting forth the terms of the agreement; providing, that no financing nor organizational structure is necessary to implement or finance the agreement; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania law.

Administration Bill No. 12 - 2010: Introduced - July 13, 2010. An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania re-writing and amending chapter 142 – fire prevention and to adopt the 2009 international fire code as published by the International Code Council, Inc. and all of its incorporated standards and codes as amended and republished from time to time and to make amendments, additions and/or deletions thereto; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania law.

Administration Bill No. 11 - 2010: Introduced - July 13, 2010. An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania amending sections 116-3 through 116-4.1 of the code of the City of Lancaster to modify the city’s construction code to implement and modify provisions of the international building code of 2009 and the manner in which it is applied and enforced; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania law.

Administration Bill No. 10 - 2010: Introduced - June 22, 2010. An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania rewriting chapter 182 of the code of the City of Lancaster – lead poisoning, to establish definitions, prohibit use and distribution of sources of lead hazards, provide procedures for determinations of lead source health hazards, provide for notification of violations and testing procedures and standards, provide procedures and requirements for monitoring the abatement of lead hazards, providing exemptions from the provisions of the ordinance, providing for the protection of occupants of residences containing lead hazards, providing for fines and remedies for violation of the ordinance, providing for inspection and access to properties and sales of properties; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania law.

Administration Bill No. 9 - 2010: Introduced - June 22, 2010. An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania amending the code of the City of Lancaster, chapter 238 – real property, article 1 – registration of residential rental properties, section 238-9 – rental unit occupancy license, subparagraph h and adding subsection “i” to exclude residential health care facilities licensed by the Commonwealth of Pennsylvania from the licensing provisions of this chapter of the city code, and amending section 238-10 – inspections, subparagraph d to provide that the inspections set forth in that subparagraph will be at the discretion of the Code Enforcement Official; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania law.

Administration Bill No. 6 - 2010: Introduced - March 9, 2010. An ordinance of the City Council of the city of Lancaster, Lancaster County, Pennsylvania modifying chapter 186 – licensing of businesses – and the code of the City of Lancaster to revise this chapter of the city code to be known as vendor and peddler licensing ordinance, eliminating the board of appeals and designating the Chief of Police of the City of Lancaster Bureau of Police to hear any and all appeals as defined in this chapter, designating the Bureau of Police as the body to enforce the provisions of the chapter including issuing licenses thereunder, modifying the fees set forth in the chapter for the issuance of various licenses and allowing such fees to be modified from time to time by resolution of city council and making other modifications consistent with those changes; providing for the severability of the language; providing for the repeal of inconsistent ordinances; and providing that the ordinance shall take effect as provided by Pennsylvania law.


Administration Bill No. 5 - 2010: Introduced - March 9, 2010. An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania establishing the City of Lancaster Public Art Advisory Board and providing that this ordinance shall take effect in accordance with Pennsylvania law.

Administration Bill No. 2 - 2010: Introduced - January 12, 2010.  An Ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania amending the Code of the City of Lancaster, 67 – Police Bureau, Section 67-1 – Compensation and Grades to provide that the Police Bureau shall be composed of such divisions, numbers of sworn officers and ranks as determined by the Police Chief and Mayor; amending Section 67-2 – Chief of Police to provide that the direction, supervision and control of the Bureau of Police shall be vested in the Chief of Police acting under the direction of the Mayor; amending Sections 67-5, 67-7 and 67-9 to provide that all of the supervisory items set forth in those sections are at the direction of the Chief of Police and the Mayor and to revise the promotion procedure grading; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania law.


Administration Bill No. 1 - 2010: Introduced - January 12, 2010.  An Ordinance of the City of Lancaster amending Chapter 155, Article 1, of the Code of the City of Lancaster (Ordinance No. 9 – 2001, as amended, known as the Historic District Ordinance), by adding both sides of the 100 block of North Mary Street to the Historic District.

Administration Bill No. 14 – 2008: Introduced - November 11, 2008. An Ordinance of the Council of the City of Lancaster, Lancaster County, Pennsylvania amending Chapters 100 and 256 of the Code of the City of Lancaster to prohibit the operation of bicycles and skateboards on sidewalks within the Downtown Investment District of the City of Lancaster; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and proving that the ordinance shall take effect as provided by Pennsylvania Law.


Administration Bill No. 15 – 2008: Introduced - November 11, 2008. An Ordinance of the Council of the City of Lancaster, Lancaster County, Pennsylvania, amending Chapter 210 of the Code of the City of Lancaster regarding park regulations; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania Law.

An Ordinance of the Council of the City of Lancaster, County of Lancaster, Commonwealth of Pennsylvania, appropriating the specific sums estimated to be required for the specific purposes of the city government, hereinafter set forth during the year 2009; allowing for a severance provision; providing for the repeal of inconsistent ordinances; and providing for an effective date.
