Administration Ordinance No. 1-2013: Adopted by Council - April 9, 2013. An ordinance of the city council of the city of Lancaster, Lancaster County, Pennsylvania amending chapter 155 of the code of the City of Lancaster to provide for the ability of the city historic preservation specialist to issue a notice of violation; amending the notice of violation provisions and the violations and penalties provisions of the ordinance; amending building code references; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania law.
Administration Ordinance No. 2-2013: Adopted by Council - May 23, 2013. An ordinance of the city council of the city of Lancaster, Lancaster County, Pennsylvania adopting a new chapter to the code of the city of lancaster, chapter 263-right of way management to implement a comprehensive program for management of the rights of ways of the city, containing provisions including, but not limited to: right of way use authorizations, right of way use agreements, the establishment of a right of way use permit procedure, provisions regarding transition from existing city ordinances to the right of management ordinance, provisions regarding existing cable franchises or open video system franchises, renewal and transfer of right of way use permits, regulations for construction in the rights of way, the establishment of a right of way maintenance fee, establishment of penalties and remedies, and provisions regarding proprietary information, leased facilities, duties to provide information, the city’s right to inspect records, waivers, the ability of the director of public works to establish further regulations, police powers of the city, severability of the ordinance and the effective date of the code provisions. The ordinance further provides for the repeal of inconsistent ordinances, the severability of the ordinance and that the ordinance shall take effect 30 days after adoption.
Administration Ordinance No. 3-2013: Adopted by Council - May 28, 2013. An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania amending chapter 262 (streets and sidewalks) of the code of the City of Lancaster, and particularly providing for the revision of Article VI (street excavations) to provide City Council with the authority to amend excavation fees via resolution and to revise certain provisions related to the issuance of permits relating to curbs and sidewalks; further amending Chapter 279 (utilities) of the code of the City of Lancaster, and particularly providing for the establishment of certain fees and charges for permits for the erection or change of location of poles; further amending Chapter 285 of the code of the City of Lancaster (vehicles and traffic), and particularly providing for the establishment of fees related to the opening of private driveways and for the placement and permitting of dumpsters within the public rights-of-way; repealing inconsistent ordinances or parts of ordinances; providing for a savings clause; and providing for an effective date.
Administration Ordinance No. 4-2013: Adobed by Council - May 14, 2013. An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania amending and/or modifying Chapter 116 – construction code, uniform, which includes provisions of the 2009 international codes sections, including but not limited to, the international residential code, international building code, international mechanical code, and international plumbing code, all as incorporated into provisions of the pennsylvania construction code act (act 45 of 1999); establishing violations and penalty provisions in chapter 116; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by pennsylvania law.

An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania amending and modifying the code of the City of Lancaster, Chapter 240 – restaurants adding article III establishing licensing and operational requirements for mobile food trucks operating within the city of lancaster; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by pennsylvania
Administration Ordinance No. 1-2012: Adopted by City Council. An ordinance of the City Council of the City of Lancaster changing the zoning classification of a 6,873 acre tract of land in the City of Lancaster, Pennsylvania, located at 1004 New Holland Avenue from CM - Central manufacturing District to MU - Mixed Use District, changing the zoning atlas accordingly, directing the City Clerk to give notice of its passage, and providing for the severability of the ordinance, the repeal of inconsistent ordinances, and for the ordinance's effective date.
Administration Ordinance No. 3 - 2011 Bill No. 3-2011: Adopted by City Council - February 22, 2011. An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania amending section 249-27 of the code of the City of Lancaster to change the industrial waste surcharges for customers within the city limits; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania law.
Administration Ordinance N0. 2 - 2011 (Bill No. 2-2011): Adopted by City Council - February 8, 2011. An ordinance of the Lancaster City Council amending the City of Lancaster zoning ordinance, ordinance no. 1 – 1996, as amended, by changing the zoning classification of nine tracts of land located in the City of Lancaster, Pennsylvania from c2-urban commercial district to mu- mixed use district, which tracts are generally described as follows: (1) four tracts situate on the western side of South Duke Street, known as 802, 820, 902 and 940 South Duke Street, (2) three tracts situate on the eastern side of South Duke Street, known as 911, 917, and 923 South Duke Street, (3) a tract situate on the northern side of Chesapeake Street, known as 95 Chesapeake Street, and (4) a tract situate on the southern side of Chesapeake Street, known as 120 Chesapeake Street; and to change the zoning atlas accordingly.

Administration Ordinance No. 16-2010 (Bill No. 16-2010): Adopted by City Council - August 24, 2010. An ordinance of the City of Lancaster amending chapter 155, Article I, of the code of the City of Lancaster (Ordinance No. 9 - 2001), as amended, known as the Historic District Ordinance), by adding both sides of the 400 Block of West Marion Street to the Historic District.
Administration Ordinance No. 15-2010 (Bill No. 15-2010): Adopted by City Council - August 24, 2010. An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania amending and modifying the code of the City of Lancaster, Chapter 291 - vending to modify and add definitions including definitions for central business district cart vending locations, neighborhood cart and truck vending areas, neighborhood cart and truck vending locations, cart vendors/truck vendor and food products; creating central business district cart vending areas and location sand neighborhood cart and truck vending areas and locations, modifying the design standards for vending carts, requiring cart operators to remove trash on a daily basis, modifying the license application and selection process, modifying hte process for suspension or revocation of licenses, modifying the appeals process, creating new license requirements and standards; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania Law.
Administrative Ordinance No. 14-2010 (Bill No. 14-2010): Adopted by City Council - August 24, 2010. An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania amending Chapter 202 of the Code of the City of Lancaster to provide for the paving, proper drainage, and design of parking lots; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania Law.
Administrative Ordinance No. 13-2010 (Bill No. 13-2010): Adopted by City Council - July 27, 2010. An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania approving, authorizing and ratifying the execution of an agreement of sale by and between the City of Lancaster and the School District of Lancaster pursuant to which the City will sell bicycles which the City has obtained from abandonment, theft, or loss to the School Distric tof Lancaster in order for the School District to provide them to a community organization that will train School District students in basic job skills and bicycle repair; setting forth the terms of the agreement; providing, that no financing nor organizational structure is necessary to implement or finance the agreement; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania Law.

An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania amending sections 116-3 through 116-4.1 of the code of the City of Lancaster to modify the City's construction code to implement and modify provisions of the International Building Code of 2009 and the manner in which it is applied and enforced; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania Law.
Administrative Ordinance No. 10-2010 (Bill No. 10-2010) : Adopted by City Council - July 13, 2010. An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania rewriting chapter 182 of the code of the City of Lancaster – lead poisoning, to establish definitions, prohibit use and distribution of sources of lead hazards, provide procedures for determinations of lead source health hazards, provide for notification of violations and testing procedures and standards, provide procedures and requirements for monitoring the abatement of lead hazards, providing exemptions from the provisions of the ordinance, providing for the protection of occupants of residences containing lead hazards, providing for fines and remedies for violation of the ordinance, providing for inspection and access to properties and sales of properties; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania law.
Administrative Ordinance No. 9-2010 (Bill No. 9-2010) : Adopted by Council - July 13, 2010. An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania amending the code of the City of Lancaster, chapter 238 – real property, article 1 – registration of residential rental properties, section 238-9 – rental unit occupancy license, subparagraph h and adding subsection “i” to exclude residential health care facilities licensed by the Commonwealth of Pennsylvania from the licensing provisions of this chapter of the city code, and amending section 238-10 – inspections, subparagraph d to provide that the inspections set forth in that subparagraph will be at the discretion of the Code Enforcement Official; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania law.
Administrative Ordinance No. 6-2010 (Bill No. 6-2010) : Adopted by Council - March 30, 2010. An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania modifying chapter 186 – licensing of businesses – and the code of the City of Lancaster to revise this chapter of the city code to be known as vendor and peddler licensing ordinance, eliminating the Board of Appeals and Designating the Chief of Police of the City of Lancaster Bureau of Police to hear any and all appeals as defined in this chapter, designating the Bureau of Police as the body to enforce the provisions of the chapter including issuing licenses thereunder, modifying the fees set forth in the chapter for the issuance of various licenses and allowing such fees to be modified from time to time by resolution of City Council and making other modifications consistent with those changes; providing for the severability of the language; providing for the repeal of inconsistent ordinances; and providing that the ordinance shall take effect as provided by Pennsylvania law.
Administrative Ordinance No. 5-2010 (Bill No. 5-2010) : Adopted by Council - March 30, 2010. An ordinance of the Council of the City of Lancaster, Lancaster County, Pennsylvania establishing the City of Lancaster Public Art Advisory Board and providing that this ordinance shall take effect in accordance with Pennsylvania law.

Administration Ordinance No. 3-2010 (Bill No. 3-2010) : Adopted by Council - February 9, 2010. An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania approving amendments to chapter 64 (pensions and retirement) to provide for an early retirement incentive program for police officers and firefighters; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania law.
Administration Ordinance No. 2-2010 (Bill No. 2-2010) : Adopted by Council - January 26, 2010. An ordinance of the city council of the City of Lancaster, Lancaster County, Pennsylvania amending the code of the City of Lancaster, chapter 67 – Police Bureau, section 67-1 – compensation and grades to provide that the Police Bureau shall be composed of such divisions, numbers of sworn officers and ranks as determined by the Police Chief and Mayor; amending section 67-2 – Chief of police to provide that the direction, supervision and control of the Bureau of Police shall be vested in the Chief of Police acting under the direction of the Mayor; amending sections 67-5, 67-7 and 67-9 to provide that all of the supervisory items set forth in those sections are at the direction of the Chief of Police and the Mayor and to revise the promotion procedure grading; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania law.

Administration Ordinance No. 15-2009 (Bill No. 15-2009): Adopted by Council - December 8, 2009. An ordinance providing for tax exemption for certain improvements to deteriorated property (residential), deteriorated property (commercial), deteriorated property mixed use and new construction of residential structures in deteriorated areas pursuant to Pennsylvania Acts No. 42 of 1977 and 76 of 1977, defining certain exempt property, providing for an exemption period, and establishing a schedule of percentage exemption for that time period.

Administrative Ordinance No. 8-2009 (Bill No. 8-2009): Adopted by Council – May 26, 2009. An Ordinance of the Council of the City Of Lancaster to accept the Dedication Of West Grant Street between North Prince Street and North Water Street, as revised, And Place the same on the Official City Plan and declare it Open to Public Use, and to amend The Easement granted to the Academy of Music to erect and maintain an enclosed pedestrian bridge over West Grant Street to reflect The revised location of West Grant Street.
Administrative Ordinance N0. 6-2009 (Bill No. 6-2010): Adopted by Council - April 28, 2009. An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania amending the code of the City of Lancaster, chapter 36—claims, municipal, to add a new article iii—attorneys fees in ordinance enforcement, to allow the city to receive its actual reasonable attorneys fees incurred in the enforcement of its ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania law.
Administrative Ordinance No. 5-2009 (Bill No. 5-2009): Adopted by Council - April 14, 2009. Administrative Ordinance No. 4-2009 (Bill No. 4-2009): Adopted by Council - March 24, 2010. An ordinance of the City Council of the City of Lancaster, Lancaster County, Pennsylvania amending section 223-3 of the code of the City of Lancaster—amendments to the international property maintenance code - to allow the City to take all actions available at law or equity to enforce the ordinance and to increase the membership of the board of appeals from three to five; providing for the repeal of inconsistent ordinances; providing for the severability of the ordinance; and providing that the ordinance shall take effect as provided by Pennsylvania law.

Administration Ordinance No. 8 – 2008 (Bill No. 8 – 2008) : Adopted June 10, 2008. Administration Ordinance No. 7 – 2008 (Bill No. 7-2008): Adopted May 27, 2008.
